On November 8, 2016, Washington voters passed Initiative 1433. The initiative raised the minimum wage beginning January 1, 2017. It also requires all employers to provide paid sick leave (PSL) to their employees starting January 1, 2018.
I-1433 required the Department of Labor & Industries (L&I) to adopt and implement rules to carry out and enforce the initiative. The rules addressing employer requirements/employee rights were finalized on October 17, 2017, and the rules addressing enforcement were finalized on December 19, 2017. Copies of the concise explanatory statements for these rulemakings can also be found in the "Document Library" located on this page.
In addition to rulemaking, L&I also committed to developing administrative policies, which will provide additional interpretive guidance. As they are developed, draft versions of administrative policies will be posted to this page for review and comment by stakeholders.
