Prior to filing the CR-102, L&I wants your feedback on the second version of the draft proposed rule language for I-1433.

We are asking the public to review the second version of the draft proposed rules and provide feedback by June 2, 2017. This version contains all of the sections of the proposed rule language, except those sections which address enforcement. The enforcement sections will be sent out for review and feedback separately.

The second version of the draft proposed rules and the rulemaking timeline are both posted to the “Document Library” on the home page.

Feedback can be submitted directly to this page via the “Submit Comments” tab, or using an attached document via the “Upload Documents” tab.

Feedback can also be submitted via the i1433rules@Lni.wa.gov email box. Feedback submitted to the email box will be uploaded to this engagement site.

Spokane County still has questions about administering this regulation for employees who are seasonal or extra help (such as fair workers, parks and recreation or our roads department). Will these types of position be exempt or exempt for government entities?

I am curious if anyone was able to address the questions and comments from the Port Angeles School District in the 2/10/2017 feedback. It doesn't appear the second version of the draft rules contain revisions that would address their concerns.

I would like to echo the questions of Port Angeles School District. I am very curious how a substitute in a school would ever have the opportunity to use paid time off. I have no idea how we would possibly administer these requirements.

Are substitutes supposed wake up one morning, realize they are sick, and then call around all the different schools to see if there are any open assignments they can just not take? Or do they just let their sick leave balance accumulate and if they ever get a long term assignment, use it then?
