Rulemaking
L&I engages in rulemaking after laws, or statutes, are passed by the state Legislature and signed by the Governor. The laws are compiled in the Revised Code of Washington, or RCWs. L&I and other state agencies develop rules – also known as regulations or WACs, for the Washington Administrative Code – to carry out those laws. Administrative policies are intended to provide interpretation and guidance on the application of statutes, regulations, and policies enforced by L&I's Apprenticeship Program.
